International AI Summit

Cameron Kerry is a global thought leader on privacy and cross-border information flows. He joined Governance Studies and the Center for Technology Innovation at Brookings in December 2013 as the first Ann R. and Andrew H. Tisch Distinguished Visiting Fellow. Previously, Kerry served as general counsel and acting secretary of the U.S. Department of Commerce, where he was a leader on a wide of range of issues including technology, trade, and economic growth and security. He continues to speak and write on these issues, focusing primarily on privacy and information security, along with the international digital economy. During his time as acting secretary, Kerry served as chief executive of this Cabinet agency and its 43,000 employees around the world, as well as an adviser to former President Barack Obama. His tenure marked the first time in U.S. history two siblings have served in the president’s Cabinet at the same time.

As general counsel, he was the principal legal adviser to the several Secretaries of Commerce and Commerce agency heads. As co-chair of the National Science and Technology Council Subcommittee on Privacy and Internet Policy, Kerry spearheaded development of the White House blueprint on consumer privacy, Consumer Data Privacy in a Networked World: A Framework for Protecting Privacy and Promoting Innovation in the Global Digital Economy. He then led the administration’s implementation of the blueprint, drafting privacy legislation and engaging in privacy issues with international partners, including the European Union. He was a leader in the Obama administration’s successful effort to pass the America Invents Act, the most significant overhaul of the patent system in more than 150 years. He helped establish and lead the Commerce Department’s Internet Policy Task Force, and was the department’s representative on cybersecurity issues and similar issues in the White House “Deputies Committee.” Kerry also played a significant role on intellectual property policy and litigation, cybersecurity, international bribery, trade relations and rule of law development in China, the Gulf Oil spill litigation, and many other challenges facing a large, diverse federal agency. He travelled to the People’s Republic of China on numerous occasions to co-lead the Transparency Dialogue with China as well as the U.S.-China Legal Exchange and exchanges on anti-corruption.

In addition to his Brookings affiliation, Kerry is a visiting scholar at the MIT Media Lab. He also served as senior counsel at Sidley Austin LLP in Boston, Massachusetts and Washington, D.C., where his practice involved privacy, security, and international trade issues. Before Kerry’s appointment to the Obama administration in 2009, he practiced law at the Mintz Levin firm in Boston and Washington and taught telecommunications law as an adjunct professor at Suffolk University Law School. Kerry has also been actively engaged in politics and community service throughout his adult life. During the 2004 presidential campaign, he was a close adviser and national surrogate for Democratic nominee John Kerry, traveling to 29 States and even Israel. He has served on the boards of nonprofits, and is currently on the board of the National Archives Foundation.

The Ann R. and Andrew H. Tisch Distinguished Visiting Fellows in Governance Studies are individuals of particularly noteworthy distinction. The fellowship is designed to bring distinguished visitors from government, business, journalism, and academia to Brookings to write about challenges facing the country. Kerry is the first to be named to this prestigious fellowship.

Joshua P. Meltzer is a senior fellow in the Global Economy and Development program at the Brookings Institution. His research focuses on international economic relations and the intersection of technology and trade policy. Along with Cameron Kerry, he co-leads the Forum on Cooperation in Artificial Intelligence (FCAI)—a multistakeholder dialogue with government officials from the U.S., EU, Canada, the U.K., Singapore, Japan, and Australia, as well as AI experts from industry and academia. He also leads the USMCA initiative, which focuses on how the United States-Mexico-Canada Agreement (USMCA) can strengthen international cooperation in North America.

Meltzer has testified before the U.S. Congress, the U.S. International Trade Commission, and the European Parliament. He was an expert witness in the Schrems II litigation in Europe on data flows and privacy and a consultant to the World Bank on trade and privacy matters. He is a member of the Australian government’s National Data Advisory Council as well as the Australian government’s AI Action Plans Committee. Meltzer teaches digital trade law at Melbourne University Law School and has taught digital trade law as an adjunct professor at the University of Toronto Law School and ecommerce and digital trade at the diplomatic academy of the U.K. Foreign, Commonwealth and Development Office. Before joining Brookings, he was a diplomat at the Australian Embassy in Washington D.C. and prior to that an international trade negotiator in Australia’s Department of Foreign Affairs and Trade.

Andrea Renda is a Senior Research Fellow and Head of the CEPS Unit on Global Governance, Regulation, Innovation and the Digital Economy (GRID). He is Adjunct Professor of Digital Policy at the School of Transnational Governance of the European University Institute, in Florence (Italy), where he (i) teaches courses on “Regulation of Emerging Technologies” and “AI Policy: ethics, policy and governance challenges”; (ii) teaches in, and coordinates, several executive training courses (on digital platforms, high-quality regulation, agile governance, digital identity, blockchain); directs research projects (ACE BRAIN on blockchain, regulation and innovation; and a project on the future of work); and contributes research to the Global Peace Tech Hub.

Andrea is a non-resident Senior Fellow at Duke University’s Kenan Institute for Ethics, and Visiting Professor of Competition Policy and the Digital Economy at the College of Europe in Bruges (Belgium). He is a Fellow of the World Academy of Arts and Science, a CITI Fellow at Columbia University’s Centre for Tele-Information and a member of the European Parliament’s STOA International Advisory Board. His current research interests include regulation and policy evaluation, regulatory governance, innovation and competition policies, sustainable development, innovation policy, and the ethical and policy challenges of emerging digital technologies, in particular Artificial Intelligence.

A very prolific author and keynote speaker, Andrea provides regular advice to several institutions, including the European Commission, the European Parliament, the OECD, the World Bank, the Inter-American Development Bank, and many more. He sits in the Board of the journals Telecommunications Policy (Elsevier), European Journal of Risk Regulation (Cambridge) and Digital Policy, Regulation and Governance (Emerald). He is currently the Vice Chair of the advisory group on Economic and Societal Impacts of Research (ESIR), for the European Commission, DG Research and Innovation; and member of the Expert Group on “Smart Specialisation Strategies for Sustainability” (S4) at the European Commission, DG Joint Research Centre; and a Distinguished Fellow appointed to provide advice to the European Commission, DG GROW for the year 2023. He is the Co-director of the Brookings/CEPS Forum for Global Cooperation on AI. He is also a member of the OECD Network of Experts on AI, where he is currently the Co-Chair of the Working Group on Risk.

In the recent past, Andrea was a member of the EU High Level Expert Group on Artificial Intelligence, and a member of the Task Force on AI of the Italian Ministry of Economic Development. He sits in the Advisory Board of the University College Dublin’s Centre for Digital Policy; and in the Steering Committee of the “Regulatory Diplomacy in Artificial Intelligence” project at the Global Partnership on AI’s International Center of Expertise in Montreal on Artificial Intelligence (CEIMIA). He is the Co-Coordinator and Strategy Director of the PERISCOPE project, an EU-funded project that analyses the socio-economic and behavioural impacts of COVID-19; and the Director of the Trade and Technology Dialogue, an EU-funded project that supports, for three years, the activities of all ten working groups of the EU-U.S. Trade and Technology Council.

Nadia Calviño is currently First Vicepresident of Spain and Minister for Economy and Digitalization. She has recently been appointed Chair of the International Monetary and Financial Committee (IMFC) of the International Monetary Fund with a two year mandate. She holds a degree in Economics (1991) from the Universidad Complutense de Madrid (Spain) and a degree in Law (2001) from the Universidad Nacional de Educación a Distancia (UNED). She is also a career civil servant, member of the specialized public corps of the Spanish Administration of “State Economists and Trade Experts” (Técnicos Comerciales y Economistas del Estado). She has been a member of the Spanish Government since June 2018, first as Minister for Economy and Business (2018-2020), and then as Third Vice-President (Jan 2020 – March 2021), Second VicePresident (March 2021 – July 2021) and First Vice-President and Minister for Economy and Digitalization since July 2021.

Before her return to Spain, she worked for 12 years in the European Commission, where she held top senior management positions as Deputy Director General for Competition for Mergers and Antitrust (Sep 2006 – Oct 2010), Deputy Director General for Financial Services (Nov 2010 – April 2014) and Director General in charge of the Budget (May 2014 – June 2018).

Before joining the European Commission in September 2006, she pursued her career as a civil servant in Spain within the Ministry for Economy in the areas of foreign trade, macroeconomic analysis and forecasting, economic policy and competition. Senior roles included Deputy Director General for Legal Affairs, Deputy Director General for Mergers and Director General for Competition.

Minister Calviño lectured at the Faculty of Economics at the Universidad Complutense of Madrid.

She has published a large number of articles and, amongst other honors and titles, has been awarded the “Foreign Policy Association Medal” (2023), “Women and Technology Award” (2021), “Master of Digital” Award (2021), “Fernández Latorre” Journalism Prize (2020), 2012 “Women’s Leadership” Award; and the 2007 Public Sector “Under 40 Lawyer of the Year” by the Iberian Lawyer magazine.

Simon Coveney TD is the Minister for Enterprise, Trade and Employment. He is also the Deputy Leader of Fine Gael. Prior to December 2022, Simon was Minister for Foreign Affairs and Minister for Defence.  He previously served as Tánaiste from November 30th, 2017 to June 27th, 2020, and Minister for Housing, Planning and Local Government as well as Minister for Agriculture, Food and the Marine. Dr. Gemma Galdon-Clavell is a leading voice on technology ethics and algorithmic accountability. She is the founder and CEO of Eticas Consulting, where she is responsible for leading the management, strategic direction and execution of the Eticas vision.

Bob is Vice President and Associate General Counsel of Legal for AWS. Matthew advises across a range of sectors to help companies and trade associations address regulatory barriers and execute government affairs strategies.  Bringing over a decade’s worth of experience working on global technology policy issues, Matthew helps companies and trade associations address regulatory barriers and execute government affairs strategies. Elena Fersman is a Vice President and Head of Global AI Accelerator at Ericsson. She is responsible for a distributed team based in USA, Sweden, India and Canada. Elena is a docent and an adjunct professor in Cyber-Physical Systems specialized in Automation at the Royal Institute of Technology in Stockholm. She holds a PhD in Computer Science from Uppsala University, an MBA from St. Petersburg Polytechnic University and did a postdoc at the University Paris-Saclay. At Ericsson, she had various positions ranging from product management to research leadership. Jerry Sheehan is Director of the Science, Technology, and Innovation Directorate. He joined OECD in 2023 with 30 years of experience in developing and implementing policies for innovation, scientific data, and information technology in the United States.

He was previously Deputy Director for Policy and External Affairs at the National Library of Medicine, one of the 27 components of the National Institutes of Health. He led efforts across both institutions and the US Federal government to advance open science and enhance public access to the results of government-funded research, including scholarly publications, preprints, research data, and clinical trial results.

Jerry twice served in the White House Office of Science and Technology Policy, leading efforts on open science, scientific integrity, scientific collections, and medical imaging. He served as Co-Chair of the US National Science and Technology Council Subcommittee on Open Science, Chair of the OECD Working Party on Innovation and Technology Policy, and US delegate to the G7 Open Science Working Group.

Before joining the National Library of Medicine, Jerry worked as a Senior Economist at the OECD from 2000 to 2006, coordinating preparation of the flagship Science, Technology, and Industry Outlook and performing analytical work on business R&D, patent licensing, technology transfer, and innovation policy.

He previously directed expert assessments on computing and internet policy at the U.S. National Academy of Sciences and on science and technology policy at the U.S. Congress Office of Technology Assessment.

In 2005, he defended the thesis of the Advanced Studies Course for Diplomats, under the title “Petrobras in Bolivia: Consequences for Bilateral Relations and Foreign Policy”.

From 2005 to 2009, he worked in the Special Advisory Office of the Presidency of the Republic. As of 2009, he served as Head of Chancellery at the Brazilian Embassy in Madrid (2009-2014) and at the Brazilian Embassy in Ottawa (2014-2016). He returned to Brazil at the end of 2016, when he took over the direction of the Economic Department. Since January 2019, he has been Secretary for Bilateral and Regional Negotiations in the Americas. He was National Coordinator of MERCOSUR and Coordinator of the National Commission of the Amazon Cooperation Treaty Organization. He was Professor of International Politics at the Rio Branco Institute.

Born in Rio de Janeiro on September 28, 1966, he is married to Ana Maria Abreu Ladeira da Costa e Silva and has two children, Miguel and Filipe.

Joshua P. Meltzer is a senior fellow in the Global Economy and Development program at the Brookings Institution. His research focuses on international economic relations and the intersection of technology and trade policy. Along with Cameron Kerry, he co-leads the Forum on Cooperation in Artificial Intelligence (FCAI)—a multistakeholder dialogue with government officials from the U.S., EU, Canada, the U.K., Singapore, Japan, and Australia, as well as AI experts from industry and academia. He also leads the USMCA initiative, which focuses on how the United States-Mexico-Canada Agreement (USMCA) can strengthen international cooperation in North America.

Meltzer has testified before the U.S. Congress, the U.S. International Trade Commission, and the European Parliament. He was an expert witness in the Schrems II litigation in Europe on data flows and privacy and a consultant to the World Bank on trade and privacy matters. He is a member of the Australian government’s National Data Advisory Council as well as the Australian government’s AI Action Plans Committee. Meltzer teaches digital trade law at Melbourne University Law School and has taught digital trade law as an adjunct professor at the University of Toronto Law School and ecommerce and digital trade at the diplomatic academy of the U.K. Foreign, Commonwealth and Development Office. Before joining Brookings, he was a diplomat at the Australian Embassy in Washington D.C. and prior to that an international trade negotiator in Australia’s Department of Foreign Affairs and Trade.

Jeremy Rollison is Head of EU Policy, European Government Affairs within Microsoft’s Corporate, External, & Legal Affairs (CELA) group. Based in Brussels, he manages the team responsible for Digital Transformation and Sustainability, focusing specifically on data policy topics. Prior to joining Microsoft, he worked in the Government Relations team at Nokia in the company’s EU representative office and was previously Director of the European Digital Media Association (EDiMA; now Dot.Europe) in Brussels. He has over 15 years of experience in Brussels at the company, association, and consultancy levels, focusing and engaging with EU stakeholders on issues related to the development and delivery of online services in the single market and corresponding EU regulatory policy, with an increasing cross-sectoral policy focus linked to the digital transformation journey(s) of Microsoft customers.

Eva Maydell (Paunova) is a second-term Member of the European Parliament within the European People’s Party (EPP) Group, representing the Citizens for European Development of Bulgaria (GERB). She is a Member of the Committee on Industry, Research and Energy (ITRE) and Economic and Monetary Affairs (ECON) Committee. She is also a Vice-Chair of the Delegation for relations with Japan and substitute member in the Delegation for relations with the US. Until her election, she was Executive Coordinator of the GERB-EPP Delegation and Senior Policy Advisor in the European Parliament. MEP Maydell’s key interests include innovation & digitalisation, investments, SMEs & entrepreneurship and education.

Marjorie leads the Digital Society Initiative at Chatham House.

Prior to Chatham House, Marjorie was a senior strategist at Purpose where she developed various campaigns related to digital inclusion, climate change and migration for the public and the private sectors.

She also worked as an associate director and global leadership fellow at the World Economic Forum in Geneva and New York where she led the organisation’s digital innovation projects and managed the Technology Pioneer Programme.

Marjorie received an MA in Comparative and International Studies from the Swiss Federal Institute of Technology in Zurich (ETHZ) as well as an MA in Political and Social Sciences from the Université of Lausanne.

She also advises the Democracy Club, a non-partisan organisation committed to improving democracy through digitalisation and transparency.

Andrew W. Wyckoff is the Former Director of the OECD’s Directorate for Science, Technology and Innovation (STI) where he oversaw OECD’s work on innovation, business dynamics, science and technology, information and communication technology policy as well as the statistical work associated with each of these areas.

His experience prior to the OECD includes being a program manager of the Information, Telecommunications and Commerce program of the US Congressional Office of Technology Assessment (OTA), an economist at the US National Science Foundation (NSF) and a programmer at The Brookings Institution.

He has served as an expert on various advisory groups and panels which include joining the Global Board of Trustees of Digital Future Society (DFS), being a Commissioner on the Lancet/FT Governing Health Futures 2030 Commission, the International Advisory Board of the Research Council of Norway and Head of OECD’s Delegation at the G20 and G7 meetings on ICT and Digital Economy.

Mr. Wyckoff is a citizen of the United States, holds a BA in Economics from the University of Vermont, and a Master of Public Policy from the JFK School of Government, Harvard University.

As Deputy Director-General in the European Union’s industry department, Maive Rute focusses on green transition of industries, resilience of supply chains, availability of critical raw materials and promotion of investments. In June 2022, European Commission nominated her the first ever Chief Standardisation Officer. She is also member in the Horizon Europe research framework programme steering committee and supervises the Enterprise Europe Network as well as the European Clusters work.

Between 2005 – 2019, Maive Rute served as Director for Entrepreneurship and SMEs, and as Director and Deputy Director-General in the research and innovation field of the European Commission. She has previously worked as Deputy Governor of the central bank of Estonia and CEO of KredEx, the Estonian business and export financing body.

In addition to serving as Associate Director for Emerging Technologies in NIST’s Information Technology Laboratory (ITL) Elham leads NIST’s Trustworthy and Responsible AI program that aims to cultivate trust in the design, development, and use of AI technologies by improving measurement science, standards, and related tools in ways that enhance economic security and improve quality of life. 

She has been working on various machine learning and computer vision research projects with applications in biometrics evaluation and standards since she joined NIST in 1999. Tabassi is the principal architect of NIST Fingerprint Image Quality (NFIQ), an international standard for measuring fingerprint image quality which has been deployed in many large-scale biometric applications worldwide. Among her other roles at NIST, Tabassi has served as ITL Chief of Staff. 

She is a member of the National AI Resource Research Task Force, the US Government’s AI Standards Coordinator, a senior member of IEEE, and a fellow of Washington Academy of Sciences. In September 2023, Tabassi was named by TIME magazine as one of the “100 Most Influential People in AI.”

Wael William Diab is a business and technology strategist with more than twenty years of executive experience at Fortune 500 companies in Silicon Valley. He has more than 885 patents to his name in the ICT field and an industry recognized expert on digital transformation. Skilled in leadership for breakout technology, Diab has architected strategy, driven industry-wide initiatives, cultivated partnerships, identified M&A opportunities and orchestrated company roadmaps for transformational fields including Artificial Intelligence (AI), Industrial IoT and ICT sustainability. Wael has BS and MS degrees in EE and BA in Economics from Stanford, and an MBA with honors from Wharton. Wael has been active in standardization and related activities for two decades. He chairs ISO/IEC JTC 1/SC 42, the international standardization committee on artificial Intelligence (AI). Wael also chaired the AI track of the 22nd Global Standards Collaboration meeting (GSC-22). At the Industrial Internet Consortium (IIC), Wael is the Secretary of the Steering Committee and chairs the Liaison Working Group, Technology Working Group, Industrial AI Task Group and Global Event Series Task Group.

Cameron Kerry is a global thought leader on privacy and cross-border information flows. He joined Governance Studies and the Center for Technology Innovation at Brookings in December 2013 as the first Ann R. and Andrew H. Tisch Distinguished Visiting Fellow. Previously, Kerry served as general counsel and acting secretary of the U.S. Department of Commerce, where he was a leader on a wide of range of issues including technology, trade, and economic growth and security. He continues to speak and write on these issues, focusing primarily on privacy and information security, along with the international digital economy. During his time as acting secretary, Kerry served as chief executive of this Cabinet agency and its 43,000 employees around the world, as well as an adviser to former President Barack Obama. His tenure marked the first time in U.S. history two siblings have served in the president’s Cabinet at the same time.

As general counsel, he was the principal legal adviser to the several Secretaries of Commerce and Commerce agency heads. As co-chair of the National Science and Technology Council Subcommittee on Privacy and Internet Policy, Kerry spearheaded development of the White House blueprint on consumer privacy, Consumer Data Privacy in a Networked World: A Framework for Protecting Privacy and Promoting Innovation in the Global Digital Economy. He then led the administration’s implementation of the blueprint, drafting privacy legislation and engaging in privacy issues with international partners, including the European Union. He was a leader in the Obama administration’s successful effort to pass the America Invents Act, the most significant overhaul of the patent system in more than 150 years. He helped establish and lead the Commerce Department’s Internet Policy Task Force, and was the department’s representative on cybersecurity issues and similar issues in the White House “Deputies Committee.” Kerry also played a significant role on intellectual property policy and litigation, cybersecurity, international bribery, trade relations and rule of law development in China, the Gulf Oil spill litigation, and many other challenges facing a large, diverse federal agency. He travelled to the People’s Republic of China on numerous occasions to co-lead the Transparency Dialogue with China as well as the U.S.-China Legal Exchange and exchanges on anti-corruption.

In addition to his Brookings affiliation, Kerry is a visiting scholar at the MIT Media Lab. He also served as senior counsel at Sidley Austin LLP in Boston, Massachusetts and Washington, D.C., where his practice involved privacy, security, and international trade issues. Before Kerry’s appointment to the Obama administration in 2009, he practiced law at the Mintz Levin firm in Boston and Washington and taught telecommunications law as an adjunct professor at Suffolk University Law School. Kerry has also been actively engaged in politics and community service throughout his adult life. During the 2004 presidential campaign, he was a close adviser and national surrogate for Democratic nominee John Kerry, traveling to 29 States and even Israel. He has served on the boards of nonprofits, and is currently on the board of the National Archives Foundation.

The Ann R. and Andrew H. Tisch Distinguished Visiting Fellows in Governance Studies are individuals of particularly noteworthy distinction. The fellowship is designed to bring distinguished visitors from government, business, journalism, and academia to Brookings to write about challenges facing the country. Kerry is the first to be named to this prestigious fellowship.

Rebecca Arcesati’s research focuses on China’s technology and digital policy as well as Europe-China innovation relations. She covers the global footprint of Chinese tech firms, digital infrastructure and surveillance tools, governance of data and artificial intelligence, technology transfer and research collaboration. Prior to joining MERICS, Rebecca gained experience helping Italian tech startups scale in China and as a research assistant in the UN Women China office.

She holds an LL.M. in China Studies (Politics and International Relations) from Peking University, where she was a Yenching Scholar. Rebecca received an MA degree in International Studies from the University of Turin and a BA in Language Mediation and Cross-Cultural Communication from the University of Milan. She has studied and worked in Beijing, Shanghai and Dalian.

Matt Sheehan is a fellow at the Carnegie Endowment for International Peace, where his research covers global technology issues with a focus on China. His research projects explore China’s artificial intelligence ecosystem, the future of Chinese technology policy, and the role of technology in China’s political economy. Matt is the author of The Transpacific Experiment: How China and California Collaborate and Compete for our Future (Counterpoint Press, 2019).

From 2010-2016 Matt lived and worked in China, including as the first China correspondent for the World Post. After returning from China, Matt worked as a fellow at the Paulson Institute’s think tank, MacroPolo, where he led research on Chinese technology issues. In 2018, he was selected as a finalist for the Young China Watcher of the Year award. 

His writing has been published by the Atlantic, Bloomberg, Vice, and Wired. Dr. Rumman Chowdhury’s passion lies at the intersection of artificial intelligence and humanity. She is a pioneer in the field of applied algorithmic ethics, creating cutting-edge socio-technical solutions for ethical, explainable and transparent AI. She is an active contributor to discourse around responsible technology with bylines in the Atlantic, Forbes, Harvard Business Review, Sloan Management Review, MIT Technology Review and VentureBeat.

Dr. Chowdhury currently runs Parity Consulting, Parity Responsible Innovation Fund, and is a Responsible AI Fellow at the Berkman Klein Center for Internet & Society at Harvard University. She is also a Research Affiliate at the Minderoo Center for Democracy and Technology at Cambridge University and a visiting researcher at the NYU Tandon School of Engineering.

Previously, Dr. Chowdhury was the Director of META (ML Ethics, Transparency, and Accountability) team at Twitter, leading a team of applied researchers and engineers to identify and mitigate algorithmic harms on the platform. Prior to Twitter, she was CEO and founder of Parity, an enterprise algorithmic audit platform company. She formerly served as Global Lead for Responsible AI at Accenture Applied Intelligence. In her work as Accenture’s Responsible AI lead, she led the design of the Fairness Tool, a first-in-industry algorithmic tool to identify and mitigate bias in AI systems. Dr. Chowdhury co-authored a Harvard Business Review piece on it’s influences and impact.

Dr. Chowdhury is dedicated to cultivating and growing the next wave of technology-forward companies enabling the responsible use of emerging technologies. She is a General Partner (and founder) of the Parity Responsible Innovation venture capital fund. She also serves as a mentor for the Creative Destruction Lab and as a board member of Startups and Society.

Dr. Chowdhury is deeply engaged in AI global policy, serving as a board member of the UK Center for Data Ethics and Innovation, and on UNESCO’s Broadband Commission for Sustainable Development. She has helped shape policy – as advisor to the UK House of Lords Parliamentary group on AI, in her testimony to the FTC, New York City Algorithmic Commission, the UN, OECD, Partnership on AI, and other global AI and ethics organizations.

Andrea Renda is a Senior Research Fellow and Head of the CEPS Unit on Global Governance, Regulation, Innovation and the Digital Economy (GRID). He is Adjunct Professor of Digital Policy at the School of Transnational Governance of the European University Institute, in Florence (Italy), where he (i) teaches courses on “Regulation of Emerging Technologies” and “AI Policy: ethics, policy and governance challenges”; (ii) teaches in, and coordinates, several executive training courses (on digital platforms, high-quality regulation, agile governance, digital identity, blockchain); directs research projects (ACE BRAIN on blockchain, regulation and innovation; and a project on the future of work); and contributes research to the Global Peace Tech Hub.

Andrea is a non-resident Senior Fellow at Duke University’s Kenan Institute for Ethics, and Visiting Professor of Competition Policy and the Digital Economy at the College of Europe in Bruges (Belgium). He is a Fellow of the World Academy of Arts and Science, a CITI Fellow at Columbia University’s Centre for Tele-Information and a member of the European Parliament’s STOA International Advisory Board. His current research interests include regulation and policy evaluation, regulatory governance, innovation and competition policies, sustainable development, innovation policy, and the ethical and policy challenges of emerging digital technologies, in particular Artificial Intelligence.

A very prolific author and keynote speaker, Andrea provides regular advice to several institutions, including the European Commission, the European Parliament, the OECD, the World Bank, the Inter-American Development Bank, and many more. He sits in the Board of the journals Telecommunications Policy (Elsevier), European Journal of Risk Regulation (Cambridge) and Digital Policy, Regulation and Governance (Emerald). He is currently the Vice Chair of the advisory group on Economic and Societal Impacts of Research (ESIR), for the European Commission, DG Research and Innovation; and member of the Expert Group on “Smart Specialisation Strategies for Sustainability” (S4) at the European Commission, DG Joint Research Centre; and a Distinguished Fellow appointed to provide advice to the European Commission, DG GROW for the year 2023. He is the Co-director of the Brookings/CEPS Forum for Global Cooperation on AI. He is also a member of the OECD Network of Experts on AI, where he is currently the Co-Chair of the Working Group on Risk.

In the recent past, Andrea was a member of the EU High Level Expert Group on Artificial Intelligence, and a member of the Task Force on AI of the Italian Ministry of Economic Development. He sits in the Advisory Board of the University College Dublin’s Centre for Digital Policy; and in the Steering Committee of the “Regulatory Diplomacy in Artificial Intelligence” project at the Global Partnership on AI’s International Center of Expertise in Montreal on Artificial Intelligence (CEIMIA). He is the Co-Coordinator and Strategy Director of the PERISCOPE project, an EU-funded project that analyses the socio-economic and behavioural impacts of COVID-19; and the Director of the Trade and Technology Dialogue, an EU-funded project that supports, for three years, the activities of all ten working groups of the EU-U.S. Trade and Technology Council.

Juha Heikkilä is Adviser for Artificial Intelligence in the European Commission Directorate-General for Communications Networks, Content and Technology. He is developing the international dimension of the EU AI strategy at the Commission and is engaged in both bilateral and multilateral international work. He has long been involved in developing the Commission Artificial Intelligence and Robotics activities, previously leading a unit which was instrumental in developing the AI strategy published in 2018, the Coordinated Plan on AI, the ecosystem of excellence of the White Paper, and engaging with the High-Level Expert Group on AI. He oversaw a major funding programme on Robotics and AI, including the €700m Public-Private Partnership in Robotics, and was setting up the Public-Private Partnership in AI, Data and Robotics. Juha Heikkilä holds a PhD in Linguistics from Cambridge University.

Anu Bradford is Henry L. Moses Professor of Law and International Organizations at Columbia Law School, a Director for Columbia’s European Legal Studies Center, and a Senior Scholar at Jerome A. Chazen Institute for Global Business at Columbia Business School. Bradford is also a nonresident scholar in the Europe Program at the Carnegie Endowment for International Peace. Her research focuses on international trade law, European Union law, digital regulation, and comparative and international antitrust law.

Bradford earned her S.J.D. (2007) and LL.M. (2002) degrees from Harvard Law School and also holds a law degree from the University of Helsinki. After completing her LL.M. studies as a Fulbright Scholar at Harvard Law School, Bradford practiced antitrust law and European Union law at Cleary Gottlieb Steen & Hamilton in Brussels before returning to Harvard for her doctoral studies. She has also served as an adviser on economic policy in the Parliament of Finland and as an expert assistant to a member of the European Parliament. Bradford is the author of “The Brussels Effect: How the European Union Rules the World” (OUP 2020), which was named one of the Best Books of 2020 by Foreign Affairs. Her next book “Digital Empires: The Global Battle to Regulate Technology” is published by the OUP in September 2023.

Jean-Marc Leclerc joined IBM’s Government and Regulatory Affairs team in 2015 and manages IBM’s EU Policy team in Brussels. In addition, he is the Co-Director of the IBM Policy Lab, Chair of the Policy Committee at BSA | The Software Alliance, and the Chair of the Digital Economy Committee at the American Chamber of Commerce to the EU. Before joining IBM, Jean-Marc was a Policy Director at Digital Europe (2013-2015). Previously, he managed an association representing the music industry in Brussels (2006-2013). Corinna Schulze is Senior Director, EU Government Affairs at SAP since 2014. In her current position, Corinna is responsible for public policy matters related to the Digital Economy, Artificial Intelligence, Data Protection, and Export Control. She followed closely the negotiation and adoption of the General Data Protection Regulation and is now involved in the practical implementation within the company. Andrea is a non-resident Senior Fellow at Duke University’s Kenan Institute for Ethics, and Visiting Professor of Competition Policy and the Digital Economy at the College of Europe in Bruges (Belgium). He is a Fellow of the World Academy of Arts and Science, a CITI Fellow at Columbia University’s Centre for Tele-Information and a member of the European Parliament’s STOA International Advisory Board. His current research interests include regulation and policy evaluation, regulatory governance, innovation and competition policies, sustainable development, innovation policy, and the ethical and policy challenges of emerging digital technologies, in particular Artificial Intelligence.

A very prolific author and keynote speaker, Andrea provides regular advice to several institutions, including the European Commission, the European Parliament, the OECD, the World Bank, the Inter-American Development Bank, and many more. He sits in the Board of the journals Telecommunications Policy (Elsevier), European Journal of Risk Regulation (Cambridge) and Digital Policy, Regulation and Governance (Emerald). He is currently the Vice Chair of the advisory group on Economic and Societal Impacts of Research (ESIR), for the European Commission, DG Research and Innovation; and member of the Expert Group on “Smart Specialisation Strategies for Sustainability” (S4) at the European Commission, DG Joint Research Centre; and a Distinguished Fellow appointed to provide advice to the European Commission, DG GROW for the year 2023. He is the Co-director of the Brookings/CEPS Forum for Global Cooperation on AI. He is also a member of the OECD Network of Experts on AI, where he is currently the Co-Chair of the Working Group on Risk.

In the recent past, Andrea was a member of the EU High Level Expert Group on Artificial Intelligence, and a member of the Task Force on AI of the Italian Ministry of Economic Development. He sits in the Advisory Board of the University College Dublin’s Centre for Digital Policy; and in the Steering Committee of the “Regulatory Diplomacy in Artificial Intelligence” project at the Global Partnership on AI’s International Center of Expertise in Montreal on Artificial Intelligence (CEIMIA). He is the Co-Coordinator and Strategy Director of the PERISCOPE project, an EU-funded project that analyses the socio-economic and behavioural impacts of COVID-19; and the Director of the Trade and Technology Dialogue, an EU-funded project that supports, for three years, the activities of all ten working groups of the EU-U.S. Trade and Technology Council.

Rebecca Finlay is the CEO at Partnership on AI overseeing the organization’s mission and strategy. In this role, Rebecca ensures that the PAI Team and our global community of Partners work together so that developments in AI advance positive outcomes for people and society.

Most recently, Rebecca was Vice President, Engagement and Public Policy at CIFAR. In this role, Rebecca founded the Institute’s global knowledge mobilization practice, bringing together experts in industry, civil society, and government to accelerate the societal impact of CIFAR’s research programs. In 2017, she was responsible for the launch of CIFAR’s AI & Society program to support international working groups on the questions AI poses for all aspects of policy and society. In 2019, she launched CIFAR Solution Networks to support multi-year, international teams in the development of responsible approaches to real-world applications of AI. She led CIFAR’s partnerships with governments and public sector organizations, diversifying the organization’s funding sources internationally.

Prior to joining CIFAR, Rebecca held leadership roles in research and civil society organizations including as Group Director, Public Affairs and Cancer Control for the Canadian Cancer Society and National Cancer Institute of Canada. She began her career in the private sector building strategic partnerships, including as First Vice President, Financial Institution and Partnership Marketing for Bank One International. In 2019, Rebecca was honored as a Fellow of the American Association for the Advancement of Science (AAAS). In 2022, she was appointed to the Strategic Advisory Council of the Information and Privacy Commissioner of Ontario. She holds degrees from the University of Cambridge and McGill University. She is an active volunteer and lives with her family in Toronto, Canada.

Hon. Neema Lugangira (MP) is a Member of Parliament in Tanzania who bring forward extensive experience and successful track record in championing policy and legislative reforms for improved investment enabling environment for the agricultural, mining and oil & gas and health sectors to mention a few. As a Parliamentarians her personal prioritised agendas include food and nutrition security; digital development, community health, gender equality in politics and NGOs sector development in Tanzania and across Africa.

Her continued passion and commitment for sustainable and economic development not only in her country Tanzania but also Africa led her to be the Founding Chair of the African Parliamentary Network on Internet Governance (APNIG) and the Founding Chair of the Parliamentary Network on the World Bank and International Monetary Fund – Tanzania Chapter.

Hon. Lugangira is also the Founder of two NGOs; Agri Thamani, which is committed to ending malnutrition in Tanzania; and Omuka Hub that aims to accelerate digital development in peripheral regions of Tanzania.

Internationally, Hon. Lugangira is a Member of the International Parliamentary Network on Education; the UNITE – Global Parliamentarians Network to End Infectious Diseases; serves as the Co-Chair of Global Parliamentary Group to Combat Neglected Tropical Diseases; Vital Voices Fellow; and WSIS Gender Trendsetter for Advancing Digital Gender Inclusion.

Matteo Quattrocchi is Director, Policy — EMEA at BSA | The Software Alliance in Brussels, Belgium. In this role, he works with BSA members to develop and advance policy positions on a range of key issues, with a focus on artificial intelligence, copyright and government access to data.

Prior to joining BSA, Quattrocchi was a Public Affairs Specialist at the U.S. Mission to the EU where he coordinated the outreach to EU stakeholders on Economic Affairs, with a focus on digital, energy, trade and environmental issues.

Quattrocchi earned an LL.M. in International Legal Studies at the Georgetown University Law Center, and a Master’s degree in International and European Law at LUISS Guido Carli, in Rome, Italy. Quattrocchi speaks English, Italian and French. He is based in BSA’s Brussels office.

Aliki Foinikopoulou heads the EU Government Affairs and Public Policy team at Salesforce. In her role, she engages with government officials in Brussels and across Europe to advocate for Salesforce’s core values of trust, customer success, innovation, equality for all, and sustainability. She has 15 years of professional experience in government affairs and public policy, having previously worked as a consultant for leading technology companies, and in the European Commission.

Aliki serves as a Vice-Chair of AmCham EU’s Digital Economy Committee and a Vice-Chair of AmCham EU’s Diversity & Inclusion Taskforce.

Simon Kennedy was named Deputy Minister of Innovation, Science and Economic Development (ISED) in September 2019. Shortly thereafter he led ISED’s response to the global pandemic, working with industry to pivot towards the production of medical supplies and to build up Canadian biomanufacturing capacity, and rolling out new programs to aid businesses affected by lockdowns. He has since overseen an ambitious economic recovery agenda at ISED, partnering with companies to support innovation and industrial transformation, including through major investments to decarbonize industry and to attract to Canada new supply chains, such as for electric vehicle battery manufacturing. He had led major steps to overhaul economic legislation, support entrepreneurs and small businesses, advance Canadian science and research, and roll out the largest investments in broadband in the country’s history. 

Previously, he served as Deputy Minister of Health. During his tenure, the Department assumed a national leadership role in responding to the toxic drugs crisis, negotiated new funding with the provinces and territories for home care and mental health services, and launched major reforms to pharmaceutical pricing, nutrition labelling, vaping, and tobacco packaging. Working closely with the departments of Justice and Public Safety, Mr. Kennedy also led the Government’s initiative to legalize and regulate cannabis.

Mr. Kennedy has served in a variety of progressively senior roles in seven different federal organizations, including in six deputy minister-level appointments. He was the Prime Minister’s personal representative, or “Sherpa”, to the G-20 from 2012 to 2014. He has degrees from Mount Saint Vincent University and Syracuse University, and is a graduate of INSEAD’s Advanced Management Programme. Mr. Kennedy has been a member of the board of a variety of organizations, including the Canadian Tourism Commission, Canadian Institute for Health Information, Mental Health Commission of Canada, and Ottawa Community Foundation, among others. He co-chairs the Ottawa Chapter of the Institute of Corporate Directors.

Joshua P. Meltzer is a senior fellow in the Global Economy and Development program at the Brookings Institution. His research focuses on international economic relations and the intersection of technology and trade policy. Along with Cameron Kerry, he co-leads the Forum on Cooperation in Artificial Intelligence (FCAI)—a multistakeholder dialogue with government officials from the U.S., EU, Canada, the U.K., Singapore, Japan, and Australia, as well as AI experts from industry and academia. He also leads the USMCA initiative, which focuses on how the United States-Mexico-Canada Agreement (USMCA) can strengthen international cooperation in North America.

Meltzer has testified before the U.S. Congress, the U.S. International Trade Commission, and the European Parliament. He was an expert witness in the Schrems II litigation in Europe on data flows and privacy and a consultant to the World Bank on trade and privacy matters. He is a member of the Australian government’s National Data Advisory Council as well as the Australian government’s AI Action Plans Committee. Meltzer teaches digital trade law at Melbourne University Law School and has taught digital trade law as an adjunct professor at the University of Toronto Law School and ecommerce and digital trade at the diplomatic academy of the U.K. Foreign, Commonwealth and Development Office. Before joining Brookings, he was a diplomat at the Australian Embassy in Washington D.C. and prior to that an international trade negotiator in Australia’s Department of Foreign Affairs and Trade.

Meltzer has appeared in numerous media outlets, including the Economist, the New York Times, CNN, Bloomberg, the Asahi Shimbun, and China Daily. He holds an S.J.D. and LL.M. from the University of Michigan Law School, Ann Arbor and law and commerce degrees from Monash University in Melbourne, Australia.

United Nations Secretary-General António Guterres announced on 10 June 2022 the appointment of Amandeep Singh Gill of India as his Envoy on Technology. The Secretary-General wishes to extend his appreciation and gratitude to the Assistant Secretary-General for Policy Coordination and Inter-Agency Affairs, Ms. Maria-Francesca Spatolisano, for her dedication and commitment as Acting Envoy on Technology.

Mr. Gill is the Chief Executive Officer of the International Digital Health and Artificial Intelligence Research Collaborative (I-DAIR) project, based at the Graduate Institute of International and Development Studies, Geneva.

A thought leader on digital technology, he brings to the position a deep knowledge of digital technologies coupled with a solid understanding of how to leverage the digital transformation responsibly and inclusively for progress on the Sustainable Development Goals.

Previously, he was the Executive Director and Co-Lead of the United Nations Secretary-General’s High-Level Panel on Digital Cooperation (2018-2019). In addition to delivering the report of the High-Level Panel on Digital Cooperation, Mr. Gill helped secure high-impact international consensus recommendations on regulating Artificial Intelligence (Al) in lethal autonomous weapon systems in 2017 and 2018, the draft Al ethics recommendation of UNESCO in 2020, and a new international platform on digital health and Al.

Mr. Gill was India’s Ambassador and Permanent Representative to the Conference on Disarmament in Geneva (2016-2018). He joined his country’s Diplomatic Service in 1992 and served in various capacities in disarmament and strategic technologies and international security affairs, with postings in Tehran and Colombo. He was also a visiting scholar at Stanford University.

Mr. Gill holds a PhD in Nuclear Learning in Multilateral Forums from King’s College, London, a Bachelor of Technology in Electronics and Electrical Communications from Panjab University, Chandigarh and an Advanced Diploma in French History and Language from Geneva University. He is fluent in English, French, Hindi and Punjabi.
